Responsibilities
The planning and zoning process helps the City of El Paso to establish a vision of what the community desires for future growth and development and the Zoning Ordinance and Comprehensive Plan turn that vision into reality. Planning and zoning is an essential function to ensure communities avoid problems such as storm water runoff, access management, noise, light pollution, and other issues associated with new development. As the community continues to grow, proper planning and zoning practices will become an ever more important function of the City.

The Director of Public Service serves as the City Planner and the planning and zoning functions of the City are carried out by the Director of Public Service Office. The El Paso Zoning Ordinance governs land use regulations within the City.
